Compliance requirements
The bidder must confirm the standard exclusion grounds, including convictions related to participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. The machine-readable notice did not include the full list in a compact form, so the exact exclusion grounds and any self-cleaning details must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have, for the proper preparation of the greening plan, a specialist with a level 7 landscape architect professional qualification, and that person must participate in the team as an active member. If the specialist’s professional qualification was obtained outside Estonia, supporting evidence together with an Estonian translation must be submitted. The contracting authority may also request the landscape architect’s CV, signed by the responsible person. When submitting the bid, the bidder must confirm that the bid complies with the conditions set out in the tender documents and that, where necessary, equivalence has been explained and supporting evidence has been attached. In the case of a joint bid, a power of attorney from the joint bidders must be submitted and joint and several liability must be confirmed.
