Compliance requirements
The bidder must confirm the standard exclusion grounds, including convictions for participation in a criminal organisation and corruption. If an exclusion ground applies, the bidder may, where allowed, provide evidence of self-cleaning measures to restore reliability. The machine-readable notice did not include the full list of exclusion grounds, so the exact grounds and any additional confirmations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or compliance requirements; these must be checked in the official tender documents. The documents state that the qualification requirements are set out in the tender document “Instructions for bidders”. Under the compliance requirements, the bidder must submit the technical specification in Annex 1, showing the exact product name, manufacturer, product code or reference number, description of all sub-sections, and the actual parameters. The bidder must have the right to represent and sell the offered products in Estonia and must provide a document from the manufacturer or the manufacturer’s authorised representative. If the bid is signed by someone other than the bidder’s legal representative, a power of attorney must be attached. In a joint bid, a joint-bidder authorisation and a statement of joint and several liability must be submitted. The bid must comply with the tender documents and, where necessary, evidence of equivalence must be included. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
