Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons with representation powers, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, or offences related to committing a terrorist act or terrorist activity. The bidder must also confirm that the tender is not linked to international sanctions or sanctioned areas and that the bidder is not in a conflict of interest with the contracting authority. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted by law or the tender documents.

Qualification criteria and exclusion grounds

The bidder must have a total annual turnover of at least EUR 1,500,000 in each of the last 3 completed financial years. For construction works, the bidder must have completed at least 1 reconstruction of a building intended for public use during the 60 months before the contract notice date, with a net floor area of at least 300 m². The bidder must provide the client’s name and contact details, a description of the contract object, the performance period by month, and the net floor area. The team must include 1 to 2 persons with at least the following or equivalent professional qualifications: 1) construction engineer, level 6, or construction manager, level 6; 2) certified heating, ventilation and cooling engineer, level 7. If one person covers both roles, that person must hold both qualifications. The named persons must have sufficient Estonian language skills to perform their duties; if not, the bidder must attach a confirmation that it will provide interpretation at its own expense when needed. The bidder must confirm in the tender that the required qualified and/or experienced person(s) will participate in performance, and before contract award must submit the persons’ details together with proof of competence. If the bidder does not submit the details with the tender, they must be provided within 3 working days after the contracting authority’s request. If the requested information is not submitted on time or the persons do not have the required experience and/or qualifications, the tender will be deemed non-compliant.
