Compliance requirements
The bidder must confirm that neither the bidder nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or offences related to terrorist acts or terrorist activities, and that the relevant exclusion grounds still do not apply.
If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The machine-readable notice did not include precise other exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have a registration in the Register of Economic Activities for the activities “gas works” and “pressure equipment works”. The bidder must provide the MTR registration numbers or an extract from the register.
The responsible person assigned to the sites must have a level 7 thermal energy engineer diploma or equivalent or higher, a Category B competence certificate for supervision of the use of a gas-fired heating installation or equivalent or higher, and a competence certificate for supervision of the use of a hot-water or other liquid boiler, pressure vessel and piping, and a stationary tank for a hazardous liquid, or equivalent or higher. The bidder must provide the specialist’s first and last name, personal identification code, certificate number, or copies of documents proving the competence.
The bidder must inspect the site before submitting the tender; if the inspection has not been confirmed by signature, the tender will be rejected. For the inspection, the bidder must register at least three working days in advance and bring an identity document. A jointly signed site-visit registration sheet must also be submitted.
The tender must comply with the procurement documents, conditional tenders are not allowed, and the tender price must be submitted according to the prescribed structure. If an equivalent solution is offered, the bidder must explain it and attach evidence of equivalence.
