Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons with representation rights, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the tender passport. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The contracting authority also requires confirmation that, in performing the contract, the bidder will not use subcontractors or suppliers representing more than 10% of the contract value if they are citizens, residents or entities established in the Russian Federation, or persons linked to them. The bidder must also confirm the conditions on trade secrets, equivalence, international sanctions and joint tenders where applicable.
Qualification criteria and exclusion grounds
The bidder must submit the tender passport and complete the required confirmations. As regards technical and professional ability, the bidder must have at least one technician employed by or otherwise engaged for the bidder who has completed the manufacturer’s training for installing the offered system. A manufacturer-issued training certificate and the responsible person’s name must be provided. In addition, the bidder must have a team or project manager employed by or otherwise engaged for the bidder to manage the installation works and prepare as-built documentation. That person must hold a level 5 professional certificate for a responsible specialist in security systems, or equivalent competence, and must speak Estonian at least at conversational level; if not, the bidder must provide an interpreter at its own expense. The bidder must provide that person’s name and certificate number. If the bidder relies on another company’s specialist or resources, this is allowed only if the relevant work is performed by that specialist during contract performance, and the other company’s tender passport and confirmations of no exclusion grounds must also be submitted. The tender must comply with the procurement documents, the technical specification and the requirements of Annex 1, and the offered system must be fully compatible with the existing Inner Range system. The bid price must be submitted in the Excel form in Annex 4 and in the registry price form according to the required structure. Before submitting the bid, the site must be inspected on 22 June at 9:00 at L. Puusepa 8, Tartu.
