The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must have performed at least one similar contract within the last 36 months with a value of at least EUR 10,000 excluding VAT. Similar work means supply and installation of environmental sensors. The bidder must provide the contract subject, reference number, client and contact details, the period of performance and the value excluding VAT. On the contracting authority’s request, a client confirmation letter must also be submitted to confirm that the contract was performed in accordance with the agreed terms; the letter is not required if the client was Tartu City Government. The tender must comply with the technical specification, and in the case of a joint bid, a power of attorney from the joint bidders must be attached. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from a sanctioned area.
