Compliance requirements
The bidder must confirm that none of the exclusion grounds set out in Section 95(1) and Section 95(4.1) of the Public Procurement Act apply. This means, among other things, that neither the bidder nor the members of its management bodies may have convictions for the listed serious offences, there must be no tax debt or international sanctions status, and there must be no local tax debt. If the machine-readable notice does not provide exact details, they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must involve qualified persons in performance of the contract and provide their name, qualification, professional or competence certificate number, and relationship to the bidder. At least three roles are required: 1) an owner supervision project manager who is also the responsible person for general construction works, holding the qualification of certified civil engineer, level 7, or equivalent; 2) a specialist in indoor climate systems, holding the qualification of certified heating, ventilation and cooling engineer, level 7, or equivalent; 3) a specialist in high-current systems, holding at least a Class B electrical works competence certificate or equivalent. If a professional certificate issued abroad cannot be verified from public registers, a copy of the certificate must be submitted. If the legal relationship with the competent person is not recorded in the business register, a digitally signed confirmation of willingness to participate in performance of the contract must be provided. In addition, the bidder must confirm, where applicable, the presence of a joint bid power of attorney, compliance of the tender with the procurement documents, compliance with the required price submission structure, clarification of equivalence and attached evidence, and that no subcontractor subject to replacement is engaged. The exact compliance conditions and required forms must be checked in the tender documents if needed.
