Compliance requirements
The bidder must confirm that none of the exclusion grounds under § 95(1) points 1–5 of the Estonian Public Procurement Act apply: no relevant criminal convictions, no violations related to employing foreigners or paying below the statutory wage, no offences involving child labour or human trafficking, no tax debt, and no international sanctions restriction. The bidder must also confirm that it has reviewed the rules and instructions published on the contracting authority’s website.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register or another similar register in its country of establishment, if required by that country’s law. For bidders registered in Estonia, the contracting authority will check the data itself. In addition, the bidder must confirm that it has an online product catalogue and price list, provide the website address, and indicate the discount percentage; a corresponding file must be submitted as proof. According to the compliance requirements, for each part the bidder must submit the completed price offer form, confirm compliance with the tender documents, provide a 6-month warranty, ensure delivery within 7 working days, accept the contract without fixed quantities, and submit the sales contract form. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the tender documents.
