Compliance requirements

Qualification criteria and exclusion grounds

The bidder must have engineers with the following qualifications: a construction manager, at least level 6, with a specialisation in construction supervision and an additional competence in general building construction supervision; and a certified road engineer, at least level 7, with a specialisation in road construction and maintenance and an additional competence in construction supervision. If the proposed key persons do not have the required competence for the construction of the building’s special parts, engineers with the relevant competence must be involved. The bidder must provide the professional certificate numbers of the engineers. The bidder must have completed at least 2 construction supervision service contracts for outdoor recreation areas and sports and playground construction works during the last 36 months. The key persons must have experience from at least 1 such construction supervision service contract during the last 36 months. Previous experience must be provided in an overview. The tender must be submitted in the form required by the procurement documents. The tender price must be entered according to the structure in the worksheet "Award criteria and evaluated indicators". The monthly service price must include the remuneration of the key persons and all other costs; if needed, an hourly rate for work outside normal hours, for example at weekends, must also be provided. The bidder must confirm that the tender complies with the procurement documents, that equivalence has been explained where necessary and supporting evidence has been attached, and that the tender is unconditional. The bidder must also indicate any trade secret in the tender, if applicable, but may not mark the tender price or other numerical indicators related to award criteria as trade secrets. The bidder must confirm that the offered goods are not the object of international sanctions and do not originate from sanctioned areas.
