Compliance requirements
The machine-readable notice states that the contracting authority will exclude a bidder if an exclusion ground under § 95(1) and § 95(4)(8) of the Public Procurement Act applies. The notice does not provide more detailed exclusion grounds, so they must be checked in the tender documents. If the bidder relies on self-cleaning, the relevant explanations and evidence must be provided in the tender.
Qualification criteria and exclusion grounds
The bidder must have, within the 60 months before the start of the procurement, properly carried out construction works of at least 10 m of gravity sewer or stormwater sewer pipeline with a diameter of at least DN500 using the open-trench method. The work must have included pipe installation, connection to manholes/chambers, initial backfilling and compaction, and readiness for use. The works must have been completed under one contract. The bidder must provide contract dates, a short description of the work, and the other party’s details; on request, client confirmations may also be required. If the bidder relies on another company’s resources, the relevant consent must be submitted. The notice also requires confirmation that the bid complies with the tender documents, that any equivalence is explained and evidenced, and that the price form is completed in euros without VAT. Joint bidders must submit a power of attorney. The machine-readable notice does not give any more precise qualification requirements beyond these points, so the official tender documents should be checked.
