Compliance requirements

The tender documents include exclusion grounds based on criminal convictions, including participation in a criminal organisation, corruption, fraud and other mandatory grounds listed in the ESPD. Qualification criteria and exclusion grounds

The bidder must confirm in the tender that it will not involve subcontractors or suppliers accounting for more than 10% of the contract value if they are Russian nationals, residents or entities established in the Russian Federation, or persons/entities owned by them or acting on their instructions. If the bid is submitted jointly, a power of attorney for the joint bidders must be attached. The bidder must confirm that the bid complies with the procurement documents, that equivalence has been explained where necessary, and that the required evidence has been attached. The bid description must include the accommodation name and address, a short description, the room allocation and confirmation that the required number of accommodation places and a training room will be available on 10–11 September 2026. The bidder must also provide a short description of the second day’s active activity, including at least the content, location, expected duration, the presence of an organiser or guide, and suitability for participants with different physical abilities. An initial menu or catering description must show how special dietary needs will be taken into account.
