Compliance requirements
The contracting authority will exclude a bidder if any of the exclusion grounds under § 95(1) points 1–5 of the Public Procurement Act apply. These include convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing; offences related to illegal employment of foreigners or violation of foreign workers’ employment conditions; offences related to illegal use of child labour or human trafficking; tax, fee or environmental charge arrears, or tax/social security contribution arrears under the law of the bidder’s country of establishment; and situations where concluding the contract would breach an international sanction or a sanction of the Estonian Government. The bidder must confirm that none of these exclusion grounds apply.
Qualification criteria and exclusion grounds
The bidder and/or its subcontractor must have completed at least one contract similar to the subject of the procurement within the 36 months before the start of the procurement. A list of the main contracts must be submitted, showing their value, dates and the other contracting parties, together with a confirmation that the contracts were performed properly and in accordance with good practice.
The bidder and/or its subcontractor must have qualified responsible persons for the work, including a motor vehicle technician with a level 4 competence certificate or equivalent or better, and an auto electrician. Copies of documents proving competence must be submitted.
The bidder and/or its subcontractor must be able to ensure sufficient technical equipment, including the availability of auto-diagnostic equipment, and to perform maintenance and repair work in permanent workshops in Ida-Viru County. The bidder must also confirm the ability to carry out brand-specific maintenance, repair and electrical work, axle diagnostics and adjustment, computer diagnostics, and air-conditioning filling and maintenance.
