Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons with representation authority, have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud, and that no corresponding exclusion obligation still applies. The bidder must also confirm that, in performing the contract, it will not use subcontractors or suppliers for more than 10% of the contract value if they are linked to the Russian Federation in the manner described, and that the subcontractors and suppliers involved in performance are established or resident in Estonia, another EU Member State, another EEA Agreement country or a WTO Government Procurement Agreement country. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where permitted.
Qualification criteria and exclusion grounds
The bidder must have completed at least one contract for publishing and printing school, children's or education-related books within the last 36 months. For each such contract, the bidder must provide at least a short description of the service, the contract performance period, and the client name and/or procurement reference number. If no reference number is available, the client's contact details must be provided. For lots 1, 2, 3 and 4, the bidder must also confirm that, by the start of contract performance, the team includes a project manager with at least 12 months of project management experience in publishing and/or printing during the last 48 months or as of the time of replacement of the project manager. In addition, the team must include an editorial proofreader, designer, layout specialist and artist. The detailed team requirements are set out in the technical specification.
