Compliance requirements

The bidder must confirm the standard exclusion grounds: participation in a criminal organisation, corruption, fraud and the other grounds listed in the ESPD. If any ground applies, an explanation and, where necessary, evidence of self-cleaning measures must be provided. Qualification criteria and exclusion grounds

The bidder must have completed at least one contract for publishing and printing educational, children’s and/or education-related literature within the 36 months before the start of the procurement. For each such contract, the bidder must provide a short description of the service, the performance period, the client’s name and/or the procurement reference number, and contact details if needed. By the start of contract performance, the team must include a project manager with at least 12 months of project management experience in publishing and/or printing during the last 48 months, as well as an editor, designer, layout specialist and artist. For Lot 1, the bidder must also confirm the presence of a joint tender power of attorney, compliance of the tender with the procurement documents, declaration of trade secrets, sanctions restrictions for subcontractors and suppliers, and a list of authorised persons if there are persons not visible in the business register.
