Border survey of foreign visitors 2026-2027

Compliance requirements

The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for the listed exclusion offences, such as participation in a criminal organisation, corruption, fraud and other offences named in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The notice also includes a sanctions requirement: the bidder confirms that it will not involve subcontractors or suppliers accounting for more than 10% of the contract value if they are citizens, residents or entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives of or persons acting on their instructions.

Qualification criteria and exclusion grounds

The bidder must show net turnover in the field of market research and public opinion surveys of at least EUR 300,000 in each of the last two financial years ended by the time the procurement was launched. In addition, the bidder must have carried out at least three survey studies in the 36 months before the procurement started, each with a value of at least EUR 10,000 excluding VAT, and must provide a list of those studies with their value, dates and other contracting parties. According to the compliance conditions, the bid must comply with the tender documents, conditional bids are not allowed, a power of attorney must be attached in the case of a joint bid, and equivalence must be demonstrated where necessary. CVs must also be submitted for the survey coordinator, sampling specialist, data processor and fieldwork coordinator, together with the bid solution in accordance with RHAD Annex 1, point 5.
