Foreign visitor border survey 2026-2027

Summary

The tender concerns conducting a border survey of foreign visitors as a questionnaire survey at Estonia’s largest border checkpoints and crossing points over a 12-month period, expected from summer 2026 to summer 2027. Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies, nor persons with representation powers, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorism or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The contracting authority may request evidence and electronically available information.

Qualification criteria and exclusion grounds

The bidder’s net turnover in the field of market research and public opinion surveys for the last two financial years must be at least EUR 300,000 in each year. The bidder must have carried out at least three survey studies during the 36 months preceding the start of the procurement, each with a value of at least EUR 10,000 excluding VAT. A list of those studies must be submitted, including their value, dates and the other contracting parties. In addition, the bid must confirm compliance with the procurement documents, that conditional bids are not allowed, that a power of attorney has been attached in the case of a joint bid, and that the bid solution, CVs and other required evidence are submitted in accordance with the tender documents. The experience of the survey coordinator, sampling specialist, data processor and fieldwork coordinator must meet the conditions set out in points 4.5–4.8 of Annex 1 to the tender dossier.
