Compliance requirements
The bidder must confirm that neither it nor its management or authorised representatives have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing. If such a ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include the precise exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have successfully completed at least 1 similar contract for a website within the 36 months before the publication date of the contract notice. The website must be usable on different devices, comply with WCAG level AA or equivalent, and be GDPR-compliant. The contract value of the reference must be at least EUR 10,000 excluding VAT. The bidder must provide the completed contract details, including the client’s contact details, contract dates, contract value and a description of the work done. The bidder’s specialist must have developed at least one website during the last 36 months, and a CV must be submitted showing the website address and the client’s contact details. The bid must include a concept for the website, an action plan and a risk analysis. The bid must also confirm compliance with the tender documents and, where relevant, equivalence must be explained and supporting evidence attached.
