Compliance requirements
The tender documents include the standard exclusion grounds for criminal organisation, corruption and fraud. The bidder must confirm the relevant declarations and, where applicable, may provide evidence of self-cleaning. The notice also requires confirmation that the bidder and its representatives have not committed corrupt acts in this procurement procedure.
Qualification criteria and exclusion grounds
The bidder's net turnover from motorboat sales in each of the last three completed financial years before the start of the procurement must be at least EUR 100,000 per year. The bidder must provide turnover data for those three years.
Within the 36 months before the start of the procurement, the bidder must have completed at least three motorboat sales contracts, each worth at least EUR 40,000 excluding VAT. A list of those contracts must be submitted with their value, signing dates and the other contracting parties.
The bidder must submit a general plan of the offered rescue motorboat and three-dimensional visualisations showing the exterior. The bidder must confirm that the tender complies with the procurement documents, that the tender is submitted in Estonian, and that any equivalence has been explained and supporting evidence attached. The bidder must also submit the completed technical specification annex and a list of at least one maintenance, warranty and repair facility in Harjumaa accepted and/or authorised by the manufacturer of the offered motorboat, with contact details.
