Compliance requirements
The contracting authority excludes a bidder if mandatory exclusion grounds apply, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, illegal employment of foreigners, child labour or human trafficking, or if the bidder has tax or social security debts under the law of its country of establishment. The notice also mentions voluntary exclusion grounds: serious or repeated breach of a previous public contract, or false information / failure to provide required information or additional documents.
Qualification criteria and exclusion grounds
The bidder must have, during the 60 months before the start of the procurement, at least three properly performed contracts for electrical construction works similar to the subject of the contract, at least one of them worth at least EUR 40,000 excluding VAT. The bidder must submit a list of the contracts with the performance period, details of the other contracting party, including the client representative’s contact details, and reference numbers for public procurements. On request, the bidder must provide evidence that the similar contracts were properly performed. The team must also include a person with valid switching authorisations, a person appointed as responsible for the work operation, and a leading electrical works specialist with valid A-level competence and/or at least level 6 qualification, with the relevant certificate and entered in Elektrilevi’s partner portal before the deadline for submitting tenders. The bid price must be submitted in the required table and all unit price fields must be completed. If the right of representation does not arise from the articles of association, a power of attorney must be included. In a joint tender, a joint bidders’ power of attorney must be attached.
