Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory body have been convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or human trafficking, participation in a criminal organisation, or terrorist offences related to a terrorist act or terrorist activity. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The subcontractor control conditions apply at the contract performance stage to first-tier subcontractors.
Qualification criteria and exclusion grounds
The bidder’s average annual turnover for the last three financial years completed by the time the procurement was launched must be at least EUR 1,750,000 per year, or at least EUR 5.25 million in total. If the bidder has been operating for less than three years, the average turnover is calculated over the period of operation. The bidder must have properly completed at least one similar construction contract as the main contractor within the last 60 months. A similar contract means the construction, major reconstruction or reconstruction of a hospital building or part of a hospital building, where the closed net floor area of the works or the reconstructed part is at least 200 m2. The bidder must provide the reference contract details in the ESPD, and the contracting authority may request evidence from the client that the work was performed properly. If the authority cannot verify compliance from public sources, it will request additional evidence after the tender submission deadline.
