The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for fraud, participation in a criminal organisation, corruption, offences related to terrorist acts or terrorist activities, child labour or human trafficking, or money laundering or terrorist financing. The bidder must also confirm that it has no tax debt or social security contribution debt, or that such obligations have been settled or deferred. In addition, the bidder must confirm that it is not subject to international sanctions. If any exclusion ground applies, evidence of self-cleaning may be submitted where provided for in the tender documents.

The bidder must confirm that the bid complies with all tender documents and that a conditional bid is not submitted. The bid price must be entered in the structure required on the evaluation sheet "Award criteria and evaluated indicators".
