Compliance requirements
The bidder must confirm the standard exclusion grounds, including participation in a criminal organisation, corruption and fraud. If a ground for exclusion exists, the bidder may provide evidence of self-cleaning measures where allowed by the procurement documents or applicable law. The machine-readable notice does not provide the full list of exclusion grounds in this excerpt, so the official tender documents must be checked for the complete requirements.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least one contract in the last 60 months before the start of the procurement that was for the same or a similar service. A similar contract is one concerning control of access to tobacco products or alcoholic beverages, control of access to alcohol for minors or intoxicated persons, or control of access to other age-restricted products or services by mystery shopping or another behaviour-mimicking control method, where sellers’ compliance with legal sales restrictions was assessed. The bidder must submit the contract name, a description of the service, and the client’s name and contact details. The bid must also include a risk mitigation description and the bid price form. If any requirement was not stated with a precise number or detail, it must be checked in the tender documents.
