Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds

The bidder’s net turnover for each of the last 3 financial years must be at least EUR 140,000 per year. Turnover data must be provided by year, together with any required evidence or references to electronic availability. One or more specialists must be involved in the direct performance of the contract, with experience in developing management systems in at least one of the following areas: implementation of MSC, ASC or MarinTrust standards and ensuring audit readiness; interpretation of BRCGS and IFS Food/Feed requirements and building management systems; creation or improvement of HACCP, food safety plans, PRPs, risk analysis and procedure systems. There must also be experience in developing standards or participating in working groups, for example MSC, ASC, BRC or IFS development or working groups. The bidder must submit the specialists’ CVs and a list of projects participated in no later than before contract signature; they may be submitted together with the tender if desired. If the data are not submitted with the tender, they must be provided within 3 working days after the contracting authority’s request. The tender must fully comply with the procurement documents, the total service price must include all contractor costs, and the tender must remain valid for at least 3 months from the submission deadline. If the tender is submitted by an authorised person or by joint bidders, the relevant power of attorney must be provided; in the case of a joint tender, ESPDs for all joint bidders are also required.
