Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds apply: no relevant convictions for organised crime, corruption, fraud, terrorism-related offences, money laundering or terrorist financing; no conviction for illegal employment of foreigners or breach of foreign workers’ employment conditions, including paying less than the statutory wage; no conviction for illegal use of child labour or human trafficking; and no tax, fee or environmental charge arrears, or social security contribution arrears under the law of the bidder’s country of establishment. The bidder must also confirm that none of the optional exclusion grounds apply, in particular no serious or persistent breach of a previous public contract and no false information or missing documents regarding qualification.
Qualification criteria and exclusion grounds
The bidder must have, within the 60 months before the start of the procurement, at least three properly performed contracts for electrical construction works similar to the subject of the contract, at least one of them worth at least EUR 40,000 excluding VAT. The bidder must submit a list of the contracts with the performance period, the other contracting party’s contact details and, for public procurements, the reference numbers. The contracting authority may request evidence of proper performance. The bid must also include the price table and confirmations that the team includes the required persons with switching rights and electrical work management competence, a person responsible for the work operation, and a signatory with representation authority or a power of attorney if the authority does not arise from the articles of association.
