Compliance requirements
The bidder or its management, administrative or supervisory body members, or persons authorised to represent, decide for or control the bidder must not have a final conviction within the last five years for participation in a criminal organisation, corruption, fraud or other listed exclusion grounds. If an exclusion ground applies, the bidder may provide evidence of self-cleaning, where allowed. The machine-readable notice did not include all precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must form a team that includes at least one business analyst and one systems and data analyst. The business analyst must have experience, within the 60 months before the start of the procurement, in mapping information system users, their needs, work processes, including end-to-end process mapping, data structures, and in conducting interviews and workshops. The systems and data analyst must have 12 months of experience, within the 60 months before the start of the procurement, in projects related to information systems, data exchange, integrations or data analysis. The bid must include the required team form and the descriptions required under sections 4.1, 4.2, 4.3, 4.4, 4.5, 4.6 and 4.7 of the technical specification. The machine-readable notice did not include other precise qualification or compliance requirements; they must be checked in the tender documents.
