Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and other offences listed in the ESPD, or that the exclusion period no longer applies. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds

The bidder must submit a tender that complies with the procurement documents and confirm that the required tender structure and content requirements are met. The tender must include a description of the business analysis methodology, the approach to mapping the end-to-end process chain, the methodology for mapping data sources and data processing, the methodology for identifying the business logic and user views of the Flood Information System, the team description, a week-by-week schedule, and a description of the prototype for public and authority views and the web view. The team must include at least a business analyst and a systems and data analyst. The business analyst must have at least 12 months of experience in mapping information system users and their needs, or mapping information system processes, or mapping information system data structures, or conducting user interviews and workshops for information systems during the 60 months preceding the start of the procurement. The systems and data analyst must have 12 months of experience in projects related to information systems, data exchange, integrations or data analysis during the 60 months preceding the start of the procurement. The tender must also distinguish the works included in the first 40% invoice basis.
