Compliance requirements

The bidder must confirm that no exclusion grounds apply to it. This includes convictions for participation in a criminal organisation, corruption, fraud, terrorism, money laundering, illegal use of child labour or human trafficking. The bidder must also have no outstanding national tax, fee or environmental charge debts, and no tax or social security contribution debts in its country of establishment. Contract award must not breach an international sanction or a sanction of the Government of the Republic. The bidder must submit the confirmations on the HD Annex 5 form; in a joint bid, all joint bidders must submit the confirmations. Providing false information or failing to submit required documents may also lead to exclusion from the procedure.

Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register of an EU, EEA or WTO GPA member state, if this is required by the laws of the bidder’s country of establishment. If the bidder relies on the capacities of another undertaking, it must provide the details of that entity and also submit that entity’s confirmations on the HD Annex 5.1 form. The bidder’s net turnover in each of the last three completed financial years before the start of the procurement (2023, 2024, 2025) must be at least EUR 180,000 excluding VAT per year. During the last 60 months, the bidder must have completed at least 1 contract for the construction, maintenance or repair of medium- and/or low-voltage power lines with a value of at least EUR 120,000 excluding VAT, and the works must have been accepted without material breaches. For contract performance, the bidder must involve a responsible electrical works project manager who has either electrical competence class A or equivalent, or at least the professional qualification of Electrical Engineer, level 6, with the relevant specialisation. A foreign professional certificate must be recognised or verified by the TTJA if required. The bidder must provide the relevant details and, where necessary, evidence on the HD Annex 5 form, and the team member’s confirmations on the HD Annex 5.1 form if the person is not the bidder’s employee.
