Qualification criteria and exclusion grounds
The bidder must have prior sales experience with the auditorium chairs that are the subject of the procurement, gained under at least one contract within the last 36 calendar months. A summary of the prior experience must be provided, including the buyer and contact details and the contract data: period, quantity and amount. The bid must comply with the conditions set out in the procurement documents, and where necessary an explanation of equivalence and supporting evidence must be included. The technical offer must include a description of the auditorium chairs offered, and the set price and total bid price must be entered in the required structure. Under the environmental requirements, the wood used to manufacture the furniture must come from legal sources; the bidder must provide proof of the wood origin upon delivery, for example an FSC certificate or a FLEGT or CITES licence. The bidder must declare any REACH candidate substances present above 0.1% by mass and provide proof of the substances in the furniture or of their absence upon delivery. The furniture must be detachable and repairable using hand tools, and dismantling and repair instructions must be supplied with the furniture. The warranty must be valid for at least 2 years from delivery, and spare parts or equivalent functional elements must be available for at least two years after delivery. If the bid contains trade secrets, they must be identified and justified; the bid price and other numerical indicators used for evaluation may not be marked as trade secrets. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
