Navigation marking maintenance

Summary

The tender concerns maintenance of navigation markings. Compliance requirements

The bidder must not have any exclusion grounds listed in Section 95(1) points 1–5 and Section 95(4) point 12 of the Public Procurement Act. The bidder must confirm the absence of these circumstances in the public procurement register. If there are other persons in the company who are authorised to represent the company, make decisions on its behalf or control it, and who are not visible on the business register card, their name and personal identification code must be provided, or a statement that no such persons exist.

Qualification criteria and exclusion grounds

Within the 36 months before the start of the procurement, the bidder must have completed at least 1 navigation marking maintenance contract worth at least EUR 10,000 excluding VAT. If the contract started earlier or ends later, at least EUR 10,000 worth of such services must have been provided during that period. If the service was provided under a framework agreement, the bidder may prove qualification with contracts concluded and performed under that framework agreement. Contract details must be submitted on Appendix 4: the subject of the contract, value, date of conclusion and the other party’s contact details. If the bidder relies on another company’s resources, Appendix 5 consent must be submitted and, where relevant, the subcontractor must be identified. In the case of a joint bid, information on the size and nature of each joint bidder’s share must be provided where necessary. The bid must comply with the tender documents, include Appendix 3, the bid price form, and, where applicable, Appendix 6, the joint bidders’ power of attorney. If equivalence is relied on, it must be explained and supporting evidence must be attached. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas, and that the contract will be performed in an environmentally friendly manner. The bidder must have a workshop available throughout the contract period for maintenance of navigation equipment and monitoring systems.
