Compliance requirements
The bidder must confirm that neither it nor members of its management, governing or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or any other exclusion ground listed in the ESPD. Where applicable, the bidder must provide the date of conviction, the exclusion period and any self-cleaning measures taken to restore reliability. The bidder must also confirm that its place of residence or establishment is in an eligible country and that sanctions-related restrictions are not breached.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last three completed financial years before the start of the procurement must be at least EUR 20,000,000 excluding VAT. Within the last 60 months, the bidder must have properly performed at least 2 contracts under which at least 24 automated border control gates were successfully installed in total and integration was carried out with a border information system different from those used in the other submitted reference contracts. For the references, the bidder must provide the contract signing and performance dates, a short description, the client details and contact information. The bid must include Annex 2 technical description and a project plan; the project plan must cover the bidder’s understanding of the procurement objective, the schedule of activities, parties and role allocation, cooperation with the contracting authority, risks and mitigation measures, and the lifecycle definition of the ABC solution’s hardware components together with a monitoring description. The bidder must have the manufacturer’s right to sell the contract subject and provide product support in the territory of the Republic of Estonia; this must be evidenced by a copy of the document or a link to the manufacturer’s website. If the bid is a joint bid, a power of attorney for the joint bidders must be submitted. The bid must comply with all tender document requirements, and conditional bids are not allowed.
