Compliance requirements
The machine-readable notice contains the standard exclusion grounds from the Estonian Public Procurement Act, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or related offences, child labour and other forms of trafficking in human beings, and other mandatory exclusion grounds. If an exclusion ground applies, the bidder may be allowed to show self-cleaning measures where the notice or tender documents allow it. The exact list and any details must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The notice refers to a separate ESPD/tender pass and tender documents for the bidder’s qualification, suitability and compliance requirements. The selected documents show that at least one team member must be an exhibition stand architect and at least one must be an exhibition stand designer, both meeting the conditions set out in the tender documents. The compliance conditions also require the bidder to confirm that it accepts all tender document terms, that conditional bids are not allowed, that no subcontractors or suppliers from the Russian Federation or controlled by such persons/entities are used for more than 10% of the contract value, and that a joint bid must include a power of attorney from the joint bidders. The machine-readable notice does not include all precise qualification details; they must be checked in the official tender documents.
