The machine-readable notice does not include precise qualification or suitability thresholds such as turnover, references, staff roles, certificates or registrations. The bidder must check the official tender documents for any exact qualification, suitability and compliance requirements. The compliance document also requires confirmation that the bidder will not use subcontractors or suppliers exceeding 10% of the contract value if they are Russian-linked persons or entities, that joint bidders submit a power of attorney if applicable, that no trade secret is improperly claimed, that the bid is unconditional and follows the required price structure, that the offered goods are not subject to international sanctions or from sanctioned areas, and that no corrupt acts were committed in this procedure.
