Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation, corruption, fraud and the other standard exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may be asked to provide evidence of self-cleaning and, where applicable, the conviction date, reason, person convicted and the exclusion period. Qualification criteria and exclusion grounds

The bidder must appoint at least one project manager for direct contract performance. The project manager must have at least one prior contract experience from the last 10 years before the contract notice, worth at least EUR 10,000 excluding VAT, related to preparing or updating a water supply and sewerage development plan for a wastewater collection area serving more than 10,000 population equivalents, or a similar contract. Similar work includes EU Cohesion Fund applications for water and sewerage infrastructure, financial and economic analyses, feasibility and cost-benefit analyses, river basin water management plans and flood risk management plans, financial and economic analyses for water companies serving more than 10,000 population equivalents, dimensioned schemes for water supply, sewerage or stormwater in such areas, and hydraulic calculations for main networks in such areas. The bidder must submit the project manager CV. The project manager named in the bid must be used during performance, and any replacement requires the client’s consent and must meet the same requirements. The bidder must also provide the names and personal identification codes of persons representing the company, including subcontractors if relevant, or confirm that such persons do not exist.
