Compliance requirements
The tender notice includes the standard exclusion grounds from the Estonian Public Procurement Act, including participation in a criminal organisation and corruption. The bidder or its management/representation bodies must not have a final conviction within the last five years for these offences, unless the exclusion period has already expired. If an exclusion ground applies, the bidder may, where allowed, provide evidence of self-cleaning. The machine-readable notice does not provide the full list in the excerpt shown here, so the official tender documents should be checked for the complete exclusion grounds and any bidder confirmations.
Qualification criteria and exclusion grounds
The bidder must have relevant experience and the required registrations for both lots. For Lot 1, the bidder must have completed at least one similar service contract in the 36 months before the procurement started: maintenance and repair work for building ventilation and cooling equipment, with a duration of at least one year. For Lot 2, the bidder must have completed at least one similar service contract in the same 36-month period: maintenance and repair work for building heating systems, also lasting at least one year. The bidder must submit the required reference details, including description, total amount, currency, period, customer details and, if requested, proof of proper performance. For Lot 1, the bidder must have a registered activity in the Economic Activities Register for indoor climate systems. For Lot 2, the bidder must have a registered activity in the Economic Activities Register covering installation of piping, heating and climate equipment under construction, gas works, pressure equipment works and electrical works. The bidder must also submit the Lot 1 and Lot 2 price tables by the deadline, confirm that the tender complies with the tender documents, and, if it is a joint tender, attach the joint bidders' power of attorney. The notice also requires confirmation that no subcontractor subject to replacement under section 122(7) of the Public Procurement Act will be used. Exact compliance details should be checked in the official tender documents.
