Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. Qualification criteria and exclusion grounds
The bidder must comply with the compliance requirements and provide the required confirmations. For lot 1, before service delivery starts, it must train the staff providing the service on environmental impacts and submit evidence of the training. It must also establish a monitoring procedure to track and record the use of cleaning agents, tools, water and waste at least one full working day every four months, or prove compliance on the basis of ISO 14001, EMAS or an ecolabel for indoor cleaning services. The site supervisor assigned to the object must hold cleaning service supervisor level 4 or cleaning work manager level 5. The bidder must attend the site inspection, confirm that the bid complies with the procurement documents, and submit a power of attorney in the case of a joint bid.
