Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit an offer that complies with all tender documents. Conditional offers are not allowed. The offer must include the project manager’s hourly rate excluding VAT, the marketing specialist’s hourly rate excluding VAT, a description of the sample event "Media Café with a Journalist", and a confirmation plus documents that allow the contracting authority to verify the competence of the team. The team must be assembled in the composition and with the competencies required in the document "Requirements for the bidder’s team". The bidder must have at least two years of prior experience in organising events and implementing similar projects in the territory of the Republic of Estonia; similar projects are public community events. To prove this, the bidder must submit a confirmation and a relevant portfolio covering the 24 months preceding the start of the procurement. In the case of a joint bid, a power of attorney from the joint bidders must be attached. The bidder must also confirm that the offer complies with the procurement documents and that subcontractors or suppliers representing more than 10% of the contract value are not citizens, residents or entities established in the Russian Federation, nor entities owned or controlled by them.
