Compliance requirements

The contracting authority checks the exclusion grounds under Section 95(1) of the Public Procurement Act for the successful bidder. The bidder must confirm that none of those grounds apply and, if necessary, provide explanations of remedial measures. The bidder must also confirm that there is no direct or indirect link to the preparation of this procurement, that there is no conflict of interest, and that no insolvency or liquidation proceedings have been initiated against the bidder. If the contracting authority has set a residence- or establishment-based restriction, an answer must also be provided on that point.

Qualification criteria and exclusion grounds

To deliver the service properly, the bidder must involve a two-person team. The instructional designer/production coordinator must have experience in creating at least three self-paced e-learning courses during the last 5 years and the ability to work with the Articulate Rise content management platform. The expert must hold a master’s degree in social sciences or psychology, have at least 2 years of work experience in the field of intimate partner violence during the last 5 years, have delivered at least three trainings on intimate partner violence during the last 3 years, and have experience in creating at least two theoretical materials during the last 3 years. In addition, the bidder must submit a description of the expert’s self-paced e-learning courses created during the last 5 years. The bidder must provide sufficiently detailed CVs and other evidence so that the contracting authority can assess compliance with the team requirements unambiguously. The tender must comply with the procurement documents, be unconditional, and the tender price must be submitted in the required structure. In the case of a joint tender, a power of attorney for the joint bidders must be included. The bidder must also submit the e-course concept. It must also be confirmed that the tender complies with the requirements and, where relevant, equivalence has been explained and supporting evidence has been attached. A confirmation of environmentally friendly solutions during contract performance is also required.
