Compliance requirements
The bidder may be excluded on the usual mandatory and discretionary grounds, including criminal convictions, illegal employment of foreigners, child labour or trafficking, tax or social security debt, sanctions, bankruptcy or liquidation, serious professional misconduct, competition law breaches, conflicts of interest, false information, and other grounds listed in the procurement documents. If the bidder relies on another company’s resources, the bidder must also provide the required declaration for that entity.
Qualification criteria and exclusion grounds
The bidder must show that between 01.01.2023 and the publication date of the contract notice it has either delivered computer skills training within formal education or delivered computer-related group training totalling at least 120 contact teaching hours. If the bidder relies on another company’s resources, a compliant declaration on the absence of exclusion grounds must also be provided for that entity. In a joint tender, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The names of the trainers must be provided and the required trainer form must be submitted. The training venue must be at the location specified in RD Annex 1 point 2 and within a 10-minute walk from an official public transport stop. The tender must include the training venue address(es) and the required curriculum form. The bidder must also confirm compliance with the tender documents and, where relevant, explain equivalence and attach supporting evidence.
