Compliance requirements

The bidder must not be subject to the statutory exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud, money laundering, terrorism-related offences, illegal employment of foreign nationals, child labour or human trafficking; tax or social security debts; sanctions breaches; and the other grounds listed in Section 95(4) of the Public Procurement Act, such as bankruptcy, serious professional misconduct, anti-competitive agreements, conflicts of interest, material breach of previous contracts, or false statements. If the bidder relies on the resources of another undertaking, a declaration must also be provided for that person.

Qualification criteria and exclusion grounds

The bidder must have, during the period from 01/01/2023 until the publication date of the contract notice, either delivered computer skills training within formal education or provided computer-related group training totalling at least 120 contact teaching hours. In the case of a joint tender, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The names of the trainers delivering the course must be provided, and the RD Annex 2 form for each trainer must be submitted. The address(es) of the training venue must be stated; the venue must be within a 10-minute walk of an official public transport stop. The tender must comply with the procurement documents and, where necessary, an explanation of equivalence and supporting evidence must be included. The bidder must also confirm that the offered service does not breach international sanctions or sanctions imposed by the Government of the Republic. If the machine-readable notice does not specify exact requirements for any form or proof, they must be checked in the procurement documents.
