Compliance requirements
The successful bidder is checked for the exclusion grounds under Section 95(1) of the Public Procurement Act. The bidder must confirm that none of those exclusion grounds apply and, if necessary, be ready to provide explanations of self-cleaning measures. The bidder must also confirm that there is no direct or indirect involvement in preparing the procurement, no conflict of interest, and no insolvency or liquidation proceedings. If an exclusion ground exists, the bidder may be asked to provide supporting evidence of remedial measures.
Qualification criteria and exclusion grounds
The bidder must have a licence to provide continuing education or have submitted a business activity notice for continuing education in the Estonian Education Information System (EHIS). For the training provider requirement, the contracting authority checks the licence or notice in EHIS. For the trainers, all trainers must have higher education of at least bachelor’s level in psychology, medical sciences (including psychiatry), social work or a related field, at least 3 years of practical experience with people with special mental needs, and prior experience delivering adult training, either online or in person; if there are several trainers, the online and in-person training experience may be split between two trainers. The bidder must submit a signed trainer CV form and a completed training programme form. For joint bids, a joint bidders’ power of attorney must be attached. The bid must comply with the tender documents, the price must be submitted in the required structure, and any equivalent solutions must be explained with supporting evidence if needed.
