Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other persons with authority to represent it have been finally convicted within the last five years of offences such as fraud, participation in a criminal organisation, corruption, terrorism-related offences, money laundering, child labour or human trafficking-related acts. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must name a coordinator-project manager in the bid and describe the measures that will ensure the creation of a team meeting the technical specification requirements after contract award. The team must consist of at least ten different substitute home or family home staff members, and the bidder must be ready to provide mentoring services in all substitute homes and family homes in Estonia. When submitting the bid, the bidder must confirm that the bid complies with the procurement documents. If this is a joint bid, a power of attorney for the joint bidders must be attached. If necessary, trade secrets must be identified and justified in the bid, but the bid price and other numerical indicators corresponding to award criteria may not be marked as trade secrets. The machine-readable notice did not set out all qualification, suitability or compliance requirements in full; they must be checked in the tender documents.
