Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, nor persons with representation rights, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must form a team of at least 3 members who will personally participate in contract performance. The team must jointly include a project manager, an IT technical expert/auditor, an information security expert, an IT governance expert, and an expert with experience in local government administration. The project manager must have at least 2 years of experience as a project manager and experience in managing at least three equivalent projects within the 60 months before the start of the procurement. An equivalent project is one with at least three parties where the activities of different participants had to be kept in a common schedule and as a whole. According to the compliance conditions, a joint tender requires a power of attorney from the joint bidders and an ESPD for each joint bidder. The bidder must also confirm compliance of the tender with the procurement documents, clarification of equivalence where needed, and preference for environmentally friendly solutions during contract performance.
