Compliance requirements
The bidder must confirm that neither it nor any entity relied on for qualification has any exclusion grounds under Section 95(1) of the Public Procurement Act. If any such ground exists, it must be briefly described.
The bidder must also confirm that neither it nor any entity relied on for qualification has the exclusion ground under Section 95(4)(8) relating to previous breaches of public contracts. If such a breach exists, the contract details and the circumstances of the breach must be described.
In addition, neither the bidder nor any entity relied on for qualification may have its place of residence or establishment in the Russian Federation or the Republic of Belarus. If the bidder relies on another entity’s qualification, this requirement also applies to that entity.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last three completed financial years must have been at least EUR 150,000. If the financial year matches the calendar year, the relevant years are 2025, 2024 and 2023. Form 1 must be submitted as evidence.
Within the 60 months before the publication date of the contract notice, the bidder must have properly performed at least two construction contracts similar to the subject of the tender. A similar contract is one where the bidder acted as main contractor or contractor, the works were carried out on a building, part of a building or building complex with at least 1,000 m² of closed net floor area, and the works included the installation of a new access control and video surveillance system. Form 1 must list the contract partners, objects, areas, work description and contract period; if the contracts resulted from a public procurement, the procurement reference number must also be given. The contracting authority may request a confirmation letter from the client.
To submit the bid, Form 2, Form 3, Form 4 and, where applicable, Form 8 must also be completed. The construction project manager must hold, in the fire and security alarm responsibility area, either the professional certificate “Responsible specialist in security systems, level 5” or equivalent, or the professional certificate “Designer of security systems, level 6” or equivalent. If the certificate was issued in Estonia, the contracting authority will check it in the public professional register; if it was issued abroad, the bidder must provide the relevant proof and a confirmation from the competent Estonian authority that the foreign qualification corresponds to the required qualification.
If the offered equipment or solution relies on equivalence, the bidder must explain it and attach proof. On request, the bidder must provide product sheets, specifications or other documents proving compliance of the equipment.
