Compliance requirements

The tender documents include the standard exclusion grounds under the Estonian Public Procurement Act, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences and related crimes. The bidder or its representatives must confirm that none of these grounds apply. If an exclusion ground exists, the bidder may provide evidence of self-cleaning, where allowed by the procurement rules or the tender documents.

Qualification criteria and exclusion grounds

The bidder must submit a list of at least three reference contracts completed as main contractor during the last 7 years. Each reference must be worth more than EUR 100,000 excluding VAT and must cover full automation of a water or wastewater treatment plant, including SCADA design, equipment installation and commissioning. The bid must include the project manager’s details and evidence that the person has managed at least one contract related to SCADA system creation or upgrading during the last 5 years. The bidder must also confirm that the bid complies with the procurement documents, submit the completed bid form, and provide equivalence evidence where needed. Site inspection before submission is mandatory.
