Compliance requirements
The bidder must confirm that neither it nor its management, supervisory board members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Under the compliance conditions, the bidder must also confirm that it will not use subcontractors or suppliers representing more than 10% of the contract value if they are Russian citizens, residents or entities established in the Russian Federation, or persons or entities linked to them.
Qualification criteria and exclusion grounds
The bidder must have at least 3 reference projects completed within the last 7 years. Each reference project must have been performed as the main contractor and have a value above EUR 100,000 excluding VAT. The reference project must concern full automation of a water or wastewater treatment plant, including SCADA design, equipment installation and commissioning. The bidder must provide the required information on the references, including contract description, value, dates, client details and other requested data. A project manager must be involved in performance of the contract; this person must have managed at least one contract related to SCADA system creation or modernisation within the last 5 years. The bidder must submit the project manager’s name, contract details, client contacts, object description, procurement reference number and the person’s role in contract performance. A mandatory site visit is required before submitting the bid; the visits take place on 30 June 2026 at 10:00 and on 2 July 2026 at 10:00, or by arrangement with the plant manager.
