Compliance requirements

The tender documents include the standard exclusion grounds from the ESPD/hankepass. These cover criminal convictions such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory exclusion grounds under the Public Procurement Act. Qualification criteria and exclusion grounds

The bidder must meet the qualification requirements set out in the hankepass. Financially, the bidder’s net turnover for each of the last 2 completed financial years before the start of the procurement must be at least EUR 300,000. Technically and professionally, the bidder must have at least 2 completed service contracts from the 36 months before the start of the procurement that are similar to the subject of the tender, each lasting at least 6 months, concluded with a legal entity, and each worth at least EUR 150,000 excluding VAT. Equivalent software development resource or development work contracts are accepted. The bidder must also submit the required turnover data, contract references and, where requested, additional explanations or documents within 5 working days. The tender documents also require the bidder to confirm compliance with the tender documents, the availability of the necessary intellectual property rights, acceptance of the standard terms, and submission of the required CVs for the development team.
