The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation participation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other listed grounds. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last 2 financial years ended by the start of the procurement must be at least EUR 300,000. If the bidder relies on the resources of another company, the bidder must also provide the required information about that company and, if requested, prove that those resources are available and will be used in performing the contract.
For technical and professional capacity, the bidder must have at least 2 similar service contracts completed within the 36 months preceding the start of the procurement. Each contract must have lasted at least 6 months, must have been concluded with a legal entity, and must have had a value of at least EUR 150,000 excluding VAT. An equivalent contract is any software development resource or development work contract.
The bidder must submit the development team members’ information on the CV form provided by the contracting authority to prove compliance. The compliance conditions also require confirmation that the tender complies with the tender documents, that conditional tenders are not allowed, that a power of attorney must be submitted in the case of a joint tender, and that equivalent solutions must be supported by evidence where relevant.
