Installation of a grounding auxiliary transformer with a new integrated arc suppression coil at Riisipere distribution point (IP6968)

The contracting authority will exclude a bidder if mandatory exclusion grounds apply, including convictions for participation in a criminal organisation, breach of integrity duties, corruption, fraud, terrorist offences, money laundering or terrorist financing; convictions for enabling illegal employment of a foreign national staying without legal basis or for violating the conditions of employing a foreign national in Estonia, including paying less than the statutory wage; convictions for illegal use of child labour or human trafficking; or tax, fee or environmental charge arrears, or arrears of tax or social security contributions under the law of the bidder’s country of establishment. The bidder must also confirm that none of the voluntary exclusion grounds apply, namely serious or persistent breach of a previous public contract, or false information / failure to submit required information or additional documents.

Within the 60 months before the start of the procurement, the bidder must have properly performed at least two contracts for electrical construction works similar to the subject of the contract, at least one of them with a value of at least EUR 40,000 excluding VAT. The bidder must submit a list of the contracts showing the performance period, the other contracting parties with the client representative’s contact details, and, in public procurement cases, the reference numbers. On the contracting authority’s request, evidence of proper performance must be provided. In addition, the bidder must have an electrical works manager with a valid A-level electrical competence certificate or, under the Professional Qualifications Act, a qualification equivalent to at least level 6; this person must be entered in the Elektrilevi partner portal before tenders are opened, and the certificate may also be submitted with the tender. The bidder must also have a person designated as responsible for the work operation, entered in the EPP environment before tenders are opened. The tender must include the completed price quotation table in Form 1. If subcontracting is used, the bidder must provide subcontractor details in Form 2. The signatory’s name, title and contact details must be provided, and a power of attorney must be included if representation rights do not arise from the articles of association. The bidder must confirm that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus, and that materials, equipment and goods used in the works are not produced in or originating from Russia or Belarus.
