Compliance requirements
The contracting authority excludes a bidder if the bidder has the exclusion grounds set out in Section 95(1) of the Public Procurement Act. The authority checks the absence of exclusion grounds in the criminal records or other relevant registers, databases or sources. If the bidder is not established in Estonia or the data are not freely available from a database, the bidder must provide, on the authority’s request, a certificate from the competent authority of the bidder’s country of establishment confirming the absence of the circumstances referred to in Section 95(1).
Qualification criteria and exclusion grounds
The bidder must hold a valid licence to provide audit services in Estonia and must be entered in the register of audit firms. The bidder’s professional activity must not be suspended or terminated. If the bidder is not established in Estonia or the data are not freely available from registers, the bidder must provide, on request, a certificate from the competent authority of the country of establishment confirming the absence of the exclusion grounds. The bid must include a short description of the audit team members’ education, work history and sector-specific experience, as well as the first and last name of the sworn auditor to be involved. The bid must comply with the tender documents, the bid price must be submitted in the required structure on the worksheet “Award criteria and assessed indicators”, and the completed price offer form in Annex 2 must also be included. Conditional bids and alternative solutions are not allowed.
