Compliance requirements
The machine-readable notice states one exclusion ground: the contracting authority may exclude tenderers originating from third countries. In this notice, third countries are countries that are not EU member states, EEA countries, WTO GPA countries, or countries with which the EU has a reciprocal public procurement agreement. The bidder must confirm its country of origin. If the exact exclusion grounds need to be checked in detail, they must be verified in the tender documents.
Qualification criteria and exclusion grounds
The bidder must confirm that its country of origin is not covered by the contracting authority’s third-country restriction. The financial capacity requirement is clear: the bidder’s annual sales revenue for the last 3 financial years must be at least EUR 1,000,000 per year. If the bidder is not an Estonian company, it must provide a signed copy of its financial statements or similar evidence.
For technical capacity, the bidder must have delivered at least 2 robotic painting devices similar to this procurement to clients within the last 36 months before the start of the procurement. To prove this, the bidder must provide the client’s name and contact details, a short description of the delivered machine, and the date of acceptance of the works, stated by month and year.
To demonstrate compliance, the bidder must provide a joint tender power of attorney if the bid is submitted jointly, and confirm that the bid complies with the tender documents. The bidder must also submit the price quotation in the required structure, complete the technical requirements form, attach technical specifications if needed, and confirm a warranty period of at least 12 months from acceptance of the works. In addition, the bidder must accept the payment schedule, the response-time and on-site support conditions, and the contractual penalty terms.
