As compliance requirements, the bidder must submit Form 1, Form 2 and the manufacturer’s technical documentation. Before the bid deadline, the bidder must deliver samples of the offered products to Paldiski mnt 68c (LTKH central warehouse), unless the same product has already been supplied to the contracting authority within the last 12 months. The samples must match the quantity required in Form 2, be the same products as those offered in the bid, be numbered by lot and be in their original packaging. The bidder must ensure that a product representative is available, with appropriate training and a certificate proving it, and that the representative can provide user training in Estonian. The bidder must also confirm that subcontractors and suppliers representing more than 10% of the contract value are not citizens or residents of the Russian Federation, or entities established in the Russian Federation, or persons controlled by them. If the bid is a joint bid, a power of attorney for the joint bidders must be attached to the bid documents.
