Compliance requirements
The bidder must confirm the standard criminal-conviction exclusion grounds, including participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and other exclusion grounds listed in the tender documents. The bidder must also confirm that it has taken self-cleaning measures where applicable and provide the requested dates, reasons, persons concerned, exclusion period and supporting evidence. The machine-readable notice did not include the full list of exclusion grounds; the exact requirements must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or compliance requirements; these must be checked in the official tender documents. The compliance conditions do show that the bidder must confirm that the bid complies with the tender documents, submit the bid price in the required structure, confirm the price of one package, and, where necessary, prove equivalence. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. If the bidder uses subcontractors or relies on the capacities of other entities, this must also be declared in accordance with the tender documents.
