Compliance requirements

Qualification criteria and exclusion grounds

The bidder must have relevant activity competence for the contract. It must show that during the last 36 calendar months it has completed similar indoor or outdoor cleaning work worth at least EUR 100,000 excluding VAT, and it must provide a list of the main contracts with values, dates and counterparties. The bidder must have professional liability insurance with cover of EUR 30,000, or provide an insurer’s commitment letter. The bidder must also meet at least one of these requirements: a valid property maintenance certificate issued by the Estonian Property Maintenance Association or an equivalent authority; an implemented quality management system such as ISO 9001 or equivalent covering property management and/or maintenance; or a valid professional certificate for the project manager assigned to the contract, such as property maintenance worker, cleaning service supervisor or cleaning works manager. The bidder must also confirm compliance with the environmental requirements for cleaning products and submit the required product lists and proof of conformity.
