Compliance requirements
The tender documents include mandatory exclusion grounds, especially for participation in a criminal organisation, corruption and other standard criminal conviction grounds. The bidder must confirm the required declarations in the tender documents and, where applicable, provide evidence of self-cleaning. The machine-readable notice did not include the full list of exclusion grounds, so they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s turnover for the last completed financial year must be at least EUR 100,000 excluding VAT. The bidder must provide a list of the main contracts completed during the last 36 calendar months that are relevant to this contract and must prove that it has carried out indoor or outdoor cleaning works worth at least EUR 100,000 in total excluding VAT. The bidder must have professional liability insurance with cover of EUR 30,000; instead of the insurance policy, it may submit a letter from the insurer confirming that the policy will be concluded before the contract is signed if the bidder is successful. The bidder must have a property maintenance certificate issued by the Estonian Property Maintenance Association and/or a professional certificate issued to the person responsible for the site, and a copy of the valid document must be submitted. For cleaning agents, the bidder must provide a list of the products to be used and evidence of compliance: hard-surface cleaning agents must meet EU Ecolabel criteria 1 and 4, hand soap must meet the EU Ecolabel requirements for rinse-off cosmetic products, and tissue-paper products must meet EN ISO 14024 Type I ecolabel or an equivalent European standards organisation standard. In the case of a joint bid, a joint bidder authorisation is required. The machine-readable notice did not include precise qualification or compliance requirements, so they must be checked in the tender documents.
