The bidder must confirm the standard exclusion grounds in the tender documents, including that neither the bidder nor its management, supervisory or representative persons have been finally convicted for participation in a criminal organisation or corruption within the last five years, unless the exclusion period in the judgment still applies. The bidder must also confirm that it will not use a subcontractor who would have to be replaced under Section 122(7) of the Public Procurement Act, and that the offered goods are not subject to international sanctions or originate from sanctioned areas. The bidder must be registered in the commercial register of its country of establishment. The bidder’s turnover for 2024 or 2025 must be at least EUR 30,000 for each qualifying lot. The contracting authority checks the turnover from the business register; if the data is not available there, the bidder must submit a document proving compliance. The bidder must also confirm in the tender that it accepts all tender document conditions, submits the tender in the required form with unit prices for the offered areas, and includes the required documents. The tender must also show the equipment required for qualification. If the bid is a joint tender, a power of attorney from the joint bidders must be attached.
